Throw a small crankbait that looks like a stickleback in those areas and hang on!  Or DropSwim a Stickleback Panic Minnow or Flashtrix, but don't tell anyone.

To the best of my knowledge there are no shad in Lake Washington.  And no, it wouldn't be awesome if shad were in the lake.  Talk about throwing a monkey wrench into the system.

"Inland Fishes of Washington" (Wydoski & Whitney), confirms that most three-spine stickleback die shortly after spawning.  Spawning occurs from May through July and sometimes into August.

In past years, large summer die-offs of longfin smelt have also been reported in Lake Washington due to high water temperatures.
