Bob,
If I could tell you don't go, thats what I would do. In 2008 the city sprayed herbacide to kill off all the vegitation and the lake is nothing like it use to be. My Club Mt. St. Helens was there in 09 and it was horrible. We had around 14-16 boats with partners fishing in a club tourney and Jack and jill and in two days of fishing 19 fish were caught. If you look at our website you can compare the results going back to 04 and 05 when it was amazing.
So the best advice I would give is move the tournament, and wait another 5 years but if you can't I recommend paralleling the reeds with cranks and spinner baits. Being october, I throw frogs to but keep it tight to shore parallel, the fish that are there are back in those reed. It what our winners did. Amazing how what was a great pad filled lake is absent of vegitation.
Sorry for the bad news, but fair warning.
I have no info for October, but what Steve says is true, so I've heard and have seen. There are fish to be had and you have to work for them. I do love the lake and it has gone to $hit by weed eradication. My best times have been in early to mid spring and on cranks, 5 inch grubs, and jerkbaits. Best areas have been in the main lake, where you head towards the bridge. (left as you look at the first launch) Keep in mind too, I fish from a tube and fish slow. Never heard this from me, but the single best places for me have been at the soccer field park, right at the launch. Tossing jigs around that launch has been been deadly, as well as under the bridge to Menard lake and the canals by there.
Can you fish those areas mentioned from the shore in some manner?
I won't have a boat. On a little vaca with the wife and was looking for something to do while there. That was why I was asking if any angler lived close and fished it regularly. Appreciate the info though.

The best bite allways occurs right after the tsunami sirens go off. You should have been there last week. Who knows maybe you'll get lucky when your down there. Whatever you do, don't panic like everyone else when you hear the sirens, just fish right through it. I think it's something about the vibration's of the sirens pulsating the water that stirs them up!
Allways,
Chad
