Are you looking for quantity or quality. Shasta in April is insane with numbers of spotted bass and a few largemouth thrown in. Clear lake can produce some numbers also but nothing like Shasta, but at Clear lake any cast can yiel you a 10+ lb largemouth.
Shasta is simple that time of year. Look for major creek / coves and start fishing the points until you run into fish. Dropshot, dart heads with hand pour worms, and some topwater action.
Clear lake that time of year, flipping, spinnerbaits, cranks, pretty much anything works that time of the year, it's a matter of finding an area with a good concentration of fish and figuring out what they will hit. Last time in April when I was there, the Keys was red hot with spinnerbaits and rapala jerkbaits.

Clear Lake! Even though the fishing is tougher this year than most, it is especially worth it to go in April. Mama Pesce will be spawning in the Tulles, and there will also be a lot of jerkbait fish available. I got my biggest tournament bass at Clear Lake in April, a nine-pounder caught with a wacky rigged 6" Senko, dropshotted in the tules.
