I'm going to fish a couple small streams this summer for smallmouth where topwater is the only reliable method to catch the bigger fish.  I think a small wakebait (thinking 1.5-2.5 inches long) will be something to try they may not have seen as much.  I want something that has a nice wobbling action barely beneath the surface.

Any recommendations out there?

Jake, take a good look at the Ima Roumba.  This lure is 3 inches long, maybe a bit larger than you are looking for, but the action is phenomenal.

Hard to beat a #5 or #7 Rapala either floating or countdown.

I know live target makes a fairly small sunfish wake bait. The colors are great but I've never used it so no word on the action...

I'm sure you could get the spro BBZ1 Baby Shad to wake. I started fishing this small bait last summer. I like it, didn't try to get it to wake though.

There is a floating model of the spro BBZ 4in. I know that can be a deadly bait when the time is right!

I 2nd Tag's recommendation of the Roumba.  The bait is offered in both rattling and non-rattling versions.

Mann's makes a couple of baits that are little smaller.  The Baby 1-Minus is 2-1/4" long and the Waker is 2-5/8" long.

 Rebel makes some great small baits. The crickhopper comes in two sizes and has a very wide wobble at slow speeds. It works great as a topwater bait, just twitched, or swim it back slow and it only goes about one foot down. Also the Rebel frog has caught me alot of fish very shallow. These baits are very light and work best on spinning gear.

I have killed with an Arbogast Hocus Locust.

Twitching a wee Rapala is deadly on young, aggressive fish in late summer.

What about using a small frog if it is too snaggy?

I have a sinking model of one of these. It has great action in the water but it helicopters worse than any lure I have ever cast. Do you have the same problem with the floating model?
